The Turkmen capital hosted a two-day seminar on Energy Diplomacy, organized by the OSCE Centre in Ashgabat joinly with the Bureau of Economic and Environmental Activities of the OSCE.

The purpose of the seminar is to improve knowledge of participants in the energy diplomacy and encrease their capacity to develop strategies on energy.

During the workshop international experts from the UK, Russia and the Philippines presented a review of functions of oil and gas facilities.

The meeting also discussed examples of practical implementations of international oil and gas contracts.

As the Turkmenistan.ru correspondent reports from Ashgabat, this body has the right to control operations of industries with environment-harmful technological processes and force them look for ways to reduce such impact on environment and develop production with minimal damage to soil, water and air.

Motor transport is the main source of toxic emissions. Given the rapid development of the road transport industry in recent years, traffic of vehicles in major population centers has increased significantly, along with the length of passenger and cargo motor routes. All this required additional measures in the field of environmental protection.
In this regard, in 2010 Turkmenistan restricted imports of cars manufactured more than 10 years ago, and in 2011 Turkmenistan restricted imports of passenger cars with engine capacity exceeding 3.5 liters.
Turkmenistan has also stepped up control over registration of cars whose depreciation period has already expired. In addition, all imported public transport should comply with Euro-3 and Euro-4 standards.

A two-day international conference entitled “Turkmenistan and WTO Accession: Substantive Matters and the Negotiation Process” commenced at the Oguzkent Hotel in Ashgabat today. The Ministry of Foreign Affairs of Turkmenistan and the United States Agency for International Development (USAID) jointly arranged this conference to provide important information about preparation for WTO accession, from negotiations to the completion of the process. The conference features speakers and experts from various international organizations, including the WTO, and is being attended by 50 senior and mid-level officials from 30 agencies of the Government of Turkmenistan.

Turkmenistan launches quarterly magazine on ecologyWith the aim of promoting the achievements Turkmenistan has made in protecting environment and rational use of natural resources for the stable development of our country in the fields of energy and happiness, to inform readers on ecology-related issues, the president of Turkmenistan has signed a resolution.

The document authorizes the Ministry of Nature Protection of Turkmenistan to publish, starting from March 2013, within the set regulations and on self-financed basis, a quarterly magazine Culture of Ecology and Environmental Protection in Turkmen, Russian and English languages.

President of Turkmenistan: World community should join together to save Aral SeaThe ecological state of the region due to the shoaling of the Aral Sea has a definite impact on nature and the environment, as well as living conditions, President of Turkmenistan Gurbanguly Berdimuhamedov said in his statement.

"That's why it is necessary to join all the efforts of the states in the Aral Sea region and the world community," Berdimuhamedov said in his message to delegates at a two-day conference 'Ecology of the Aral Sea: sustainable development and international cooperation' which opened in Dashoguz (Turkmenistan) on Wednesday. The event is being attended by representatives of the International Fund for Saving the Aral Sea (IFAS), delegations from Russia, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan, UN, World Bank, EU and other international and regional organisations.

In his address to participants of the International conference “Nowruz – the festival of peace and humanism”, President of Turkmenistan Gurbanguly Berdimuhamedov emphasized the holiday of Nowruz as an integral part of the world treasure house of culture that ranks among the great humane traditions, had combined the highest spiritual and moral values of human civilization. Based on the principles of peacefulness and humanity, Nowruz has become a model of a worthy life and creative potential of a person.

The Turkmen leader noted the high value of the holiday of Nowruz was based on the peaceful and humane principles. One of the postulates of the foreign policy and international cooperation ofTurkmenistan is further development of friendly relations with the states all around the world, and first of all with neighbouring countries.

That is vividly proved by a number of large-scale projects implemented by our country jointly with the region states. These projects are aimed at developing the trade and economic cooperation, creating transnational transport and communication system, using natural and energy resources given common interests, sustainable development and wellbeing.

The Turkmen leader expressed belief in that such a close cooperation in the interest of national, regional and world development would be successfully continued.

Underling the great significance of fostering mutually beneficial cooperation and enriching the cultures based on humane values, the President of Turkmenistan put forward an initiative to establish a special edition under the name of Nowruz that would familiarize the people all over the world with our national holidays and traditions and publish it once a year on the eve of the holiday of spring.

President Gurbanguly Berdimuhamedov also suggested holding an international creative contest among poets and prose writers, painters and sculptors and masters of arts from our fraternal countries for the best works of art dedicated to Nowruz.

Nowruz is the beginning of a new day, a new life. President of Turkmenistan Gurbanguly Berdimuhamedov said today all people faced the future with a hope and wished: “Let these light dreams come true, let the people’s souls blossom out like spring flowers!”

“I pray to God for granting you and the friendly people of the People's Republic of Bangladesh peace of mind and courage to suffer this loss”, said President Gurbanguly Berdimuhamedov in his message.

The leader of the Turkmen state expressed the words of empathy and encouragement to the deceased’s family, as well as to the people of Bangladesh.

The Presidents of Turkmenistan, Tajikistan, Iran, Pakistan and Afghanistan on Thursday took part in an international conference “Nowruz is a Holiday of Peace and Humanism”. The five presidents noted that the International Day of Nowruz, a holiday of spring, created an atmosphere of good neighborliness in the entire Asian region, whose countries sought stability, peace and mutually beneficial partnership. The Nowruz festival kicked off in the Turkmen capital on Thursday morning.

This year, Ashgabad is hosting Nowruz, which received an international holiday status in 2010, following a United Nations decision. Tehran and Dushanbe hosted the holiday in previous years. Kabul will be the venue next year. Rustam Minnikhanov, the president of the Republic of Tatarstan, and representative delegations from Azerbaijan, Kazakhstan, Kyrgyzstan, Turkey and the United Nations are attending the festivities in Ashgabad.

The meeting was focused on the priority areas for further development of cooperation between Turkmenistan and the UN. Turkmen officials noted great importance of relationship with the United Nations on long term basis. Parties emphasized the role of the international initiatives of the President of Turkmenistan Gurbanguly Berdimuhamedov, aimed at promotion of peace and security, sustainable development.

In this context, both sides expressed the desire to continue effective partnership.

UN Secretary-General deliveres speech on Novruz holiday at the event held with the support of 12 countries including TurkmenistanA ceremony marking the International Day of Novruz was held at the UN headquarters in New York on March 18.

The event which was held with the support of 12 countries was attended by UN Secretary-General Ban Ki-moon.

Ban Ki-moon gave thanks for the invitation to the event and stressed that he is delighted to participate in marking this significant holiday which symbolises the renewal of springtime.

"There are many different ways to celebrate Novruz in the rich, diverse region you represent. This tapestry of human culture is impressive. However I am even more moved that these very diverse peoples share common values. When they celebrate Nowruz, they rejoice in harmony with nature, human solidarity and fresh beginnings. These are the very values we need to address climate change, end poverty and resolve long-standing conflicts," Ban Ki-moon said.

It should be noted that the UN General Assembly declared March 21 as the International Day of Novruz at the initiative of Azerbaijan, Afghanistan, Albania, Macedonia, India, Iran, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Turkey three years ago.

Turkmenistan and Latvia expand industrial cooperationA delegation of Latvian industrialists led by the head of the Riga Shipyard of Latvia, Director of “Eiroholdings” company Vasily Melniks, held talks at the Ministry of Oil and Gas and Mineral Resources of Turkmenistan.

As the Turkmenistan.ru correspondent reports from Ashgabat, the sides discussed issues related to increasing business partnership in the oil and gas industry and modernizing the refining and petrochemical industries infrastructure. The sides noted the importance of cooperation between Turkmenistan and foreign specialists and experts, including the Latvian industry.
As part of the visit, the Latvian delegation also plans to hold meetings at the State Service of Maritime and River Transport of Turkmenistan and other agencies.

Excellences,

Ladies and gentlemen,

 

For thousands of years people around the world are celebrating Nowruz, the vernal equinox - March 21, as the beginning of a new agricultural cycle.

In the modern era, this phenomenon of nature is filling with a new content, as an integral part of the world cultural heritage, having an international status. Since 2010 as a result of our efforts, this day is celebrated by millions of people around the world as the International Day.

Nowruz has become a universal festival, which embodied the natural basis, the historical background and rich spiritual traditions. Ancient Nowruz is an integral part of the values cherished by all nations, - peace, friendship, good neighborhood, welfare, prosperity, love of nature. This is an international and humane significance of Nowruz, its unifying principle, designed to strengthen the bonds of friendship.

These values and principles for centuries formed the basis of the mentality of the Turkmen people and they have found a worthy embodiment of the policy of Independent Turkmenistan.

That is the reason why this year Turkmenistan will bring the leaders from different countries to celebrate Nowruz in the city of Ashgabat as an international event.

We must strive to ensure that the special meaning of Nowruz - its collegiality, the spirit of unity and consolidation - more and more are reflected in the foreign policy of our countries to expand international cooperation and joint efforts of the international community in addressing the global challenges of our time, the preservation of peace in the planet, promoting democratic values in society, the development of inter-ethnic dialogue, preservation and protection of the natural environment.

Nowruz is a global phenomenon, going beyond its geographical borders and spread throughout the world, as if the life-giving sun.

Turkmenistan turns attention of international community to the issues of sustainable development in the Aral Sea regionInternational Conference entitled "Ecology of the Aral Sea: sustainable development and international cooperation" will take place on March 27-28, 2013 in turkmen city of Dashoguz with the participation of the International Fund for saving the Aral Sea (IFAS), delegations from Russia, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan.

Representatives of the UN, World Bank, European Union and other international and regional organisations are scheduled to participate.

The agenda includes discussion of issues of regional environmental policy in several key sectors. It is the ecology of the Aral Sea, the prevention of desertification processes, protection of biodiversity and environment in the region through forestation and sustainable management of water resources in the Aral Sea region.

Deputy Chairman of the State Service for Security Protection of Healthy society of Turkmenistan, Dowletgeldi Mamovovis in Vienna to attend the fifty-sixth session of the Commission on Narcotic Drugs (CND) that kicked off on Monday and ends on Friday.

More than 1,000 representatives from across the globe are attending the meetings to discuss issues ranging from international cooperation in combating drugs to public health and safety concerns, including the threat of new psychoactive substances.

Fifty-sixth session focuses on progress made in the implementation by Member States of the Political Declaration and Plan of Action on International Cooperation towards an Integrated and Balanced Strategy to Counter the World Drug Problem, in preparation for the high-level review of the Political Declaration and its Plan of Action, which will take place at the fifty-seventh session of the Commission, in 2014.

Themes addressed include support to the Heart of Asia process and combating transnational threats with a particular focus on border management, countering terrorism and narcotics, and education.

Turkmenistan initiates new forms of dialogue on Caspian issues

Ten-day seminar entitled "The Caspian Sea - Sustainable Development and Management" starts at the National tourist zone "Awaza". The seminar was organized by the Ministry of Foreign Affairs and the State Enterprise for the Caspian Sea under the President of Turkmenistan jointly with the International Ocean Institute (IOI). Heads and senior staff of relevant ministries and agencies, representatives of the institutions from Azerbaijan, Iran, Kazakhstan, Russia and Turkmenistan, international consultants and experts in the field of environmental protection attend the forum.

The course program includes a wide range of issues, particularly the formation of a new model of the world economy, which will balance the sustainable economic development, social and environmental aspects of economic growth.

Speakers emphasized the need to focus regional efforts for smooth development of a unique natural wonder of the Caspian Sea - the largest inland sea, isolated from the world ocean, with an exceptionally diverse flora and fauna.

Turkmenistan strongly support international efforts in neighbouring Afghanistan providing regular humanitarian assistance

At the meeting of the Cabinet of Ministers of Turkmenistan President signed Decree on the humanitarian aid to Afghanistan. As noted, this decision was made in honour of the International Novruz Holiday to continue the traditions of close friendship and cooperation between nations, based on humanistic spiritual and moral principles of the Turkmen people taking in view the friendly and brotherly, equal cooperation and good neighbourly relations between Turkmenistan and Afghanistan.

Sport equipment, educational workbooks and pastries will be donated to children in orphanages and schools in several provinces of Afghanistan. Main suppliers of goods and products for humanitarian assistance are the Ministry of Textile Industry, the Ministry of Trade and the Foreign Economic Relations, as well as the Food Industry Association of Turkmenistan.

Turkmenistan opens embassy in Malaysia

President of Turkmenistan Gurbanguly Berdimuhamedov signed a decree on the opening of the Embassy of Turkmenistan in Malaysia.

Turkmenistan has strategic interests in economic and trade, transport and communication, fuel and energy fields in the Asia-Pacific region and will expand presence there.

Malaysia's interest in the Turkmen market is based on the activities of its company Petronas Charigali, operating in the Turkmen oil and gas sector of the Caspian Sea since 1996.

Company started commercial production and export of oil in Turkmenistan in May 2006, using oil transportation route through Azerbaijan and Iran. Natural gas production, transportation of which is can be carried out both through the traditional route to Russia and through the projected route - to Europe.

Turkmen Delegation took part at the 44th session of the UN Statistical Commission

on .

The session was held at the UN Headquarters in New York from 26 February to 1 March 2013. Partaking in the annual sessions of the Statistical Commission are heads of national statistics agencies from over 100 countries as well as representatives of statistical departments of international organizations.

Turkmenistan was represented by the Chairman of the State Statistics Committee Akmyrat Mammedov. The delegation expressed great practical interest for analyzing the state and elaborating the areas for further improvement of the Turkmenistan’s statistical system in line with international standards and norms.

Session discussed over 30 issues, particularly - implementation of fundamental principles of official statistics; implementation of programs on introduction of systems of national accounts of 2008; introduction of new versions of classifications of products; progress made in the implementation of the Global Strategy to Improve Agricultural and Rural Statistics; basic principles, needs, ways of improving the statistics of international trade, environment, healthcare, crime as well as gender and demographic statistics.

Antidrug campaign Goknar-2013 launched in Turkmenistan

The antidrug campaign Goknar (opium poppy) – 2013 was launched in Turkmenistan. Within the framework of the campaign, which will last until November 1, air and motor raids will be held in the difficult-of-access regions of the Kopetdag foothills and the Karakum Desert where plantations of opium poppy and wild hemp might be revealed. Last time, they were discovered during the action Goknar-2010 two years ago.

Drug substances seized during special operations are burnt in special furnaces twice a year. Thus a total of 1.1 tons of drug substances were burnt in 2011, and 826 kilograms - - in 2012.

Since 1996, Turkmenistan is a participant in three international UN Conventions against Illicit Traffic in Narcotic Drugs and Psychotropic Substances, as well as in a number of international programs. The election of Turkmenistan to the UN Commission on Narcotic Drugs for 2012-2015 testifies to its active stance in combating drugs.

Turkmen parliament passes Housing Code and other lawsThe Mejlis (Parliament) of Turkmenistan reviewed a number of draft laws and regulations that were developed in the context of ongoing reforms in the country.
According to the official announcement in the national press, all the draft laws were developed in compliance with the basic provisions of the Constitution and the international conventions ratified by Turkmenistan.
One of the major draft laws reviewed at the current session was the draft law of Turkmenistan “On Approval and Enactment of the Housing Code of Turkmenistan.” This law provides for a new level of legal relations in fulfilling the rights of citizens for housing and new forms of purchase of housing for private ownership.

Turkmen-French negotiations in Ashgabat finish with signing of documents

Turkmen President Gurbanguly Berdimuhamedov received visiting French Minister of Foreign Affairs Laurent Fabius.
As the Turkmenistan.ru correspondent reports from Ashgabat, the sides exchanged views on the status and prospects of Turkmen-French partnership, which has great potential.
Stressing the high level of the interstate dialogue between Turkmenistan and France, President Gurbanguly Berdimuhamedov and his guest noted the existing opportunities for the further diversification and deepening of mutually beneficial cooperation, namely in the priority areas such as trade and economy.

Turkmenistan and UNHCR develop plan to reduce statelessness

Relevant government authorities of Turkmenistan jointly with the Office of the United Nations High Commissioner for Refugees (UNHCR) has developed an action plan to reduce statelessness in the country.

Employees of the State Migration Service of Turkmenistan registered persons residing in the territory of Turkmenistan with void documents and those who are not citizens of foreign countries.

Turkmenistan is working in this area to strengthen the national legal framework acceding to the UN General Assembly Convention on the Status of Stateless Persons and the Convention on the Reduction of Statelessness.

Turkmenistan adopts 12-year secondary education

Turkmenistan adopts 12-year secondary educationThe President of Turkmenistan Gurbanguly Berdimuhamedov signed decrees in the education sphere during an expanded government meeting.

According to the document, general secondary schools will switch to a 12-year education starting from the 2013/2014 academic year.

The ministries of education and justice have been instructed to make proposals on the respective amendments and supplements to the national legislation.

Education at secondary school will start at the age of 6, and primary education will continue from classes 1 to 4.

Turkmenistan opens website as host of Nowruz International Day

Turkmenistan has launched a new website on Nowruz, a spring festival that marks the start of the New Year in Muslim countries, - www.nowruz.gov.tm.

This is a calling card of the International Day of Nowruz, which will be hosted by Turkmenistan this year.

Turkmenistan has been officially marking this holiday since 1992 on March 21-22.

New website was developed to provide information support for the large-scale festivities that include a festival, a research conference, concerts, exhibitions and competitions devoted to the history and traditions of celebrating the day of Vernal Equinox.

State Migration Service of Turkmenistan launches official websiteThe State Migration Service (SMS) of Turkmenistan has launched its official website - www.migration.gov.tm, the Turkmenistan.ru correspondent reports from Ashgabat quoting the official announcement in the national press.

Visitors can get acquainted with legal documents in the field of migration, as well as procedures for obtaining biometric passports, invitations, visas, permits, citizenship, etc.

The announcement notes that introduction of new information technologies in the work of the State Migration Service of Turkmenistan is not only an imperative of our time, but also an urgent action conditioned by the active integration of Turkmenistan into the international information space.
